"Sustainable Tourism through Energy Efficiency with Adaptation and Mitigation Measures in Pangandaran, Indonesia"
Background
Building on the previous UNWTO biodiversity conservation project in Pangandaran, the Ministry of Tourism and Creative Economy, MoTCE (formerly Ministry of Culture and Tourism, MoCT) Indonesia, together with the UNWTO Consulting Unit on Tourism and Biodiversity, is currently implementing the project ‘Sustainable Tourism through Energy Efficiency with Adaptation and Mitigation Measures in Pangandaran, Indonesia’ (STREAM). This project is part of the International Climate Initiative (ICI) which supports climate protection projects worldwide in developing, newly industrializing and transition countries aiming to contribute effectively to emission reductions and adaptation to climate change.
The Government of Indonesia has made a non-binding commitment to reduce its greenhouse gas (GHG) emissions by 2020 by 26% from its ‘business-as-usual’ with a further reduction of up to 41% in case of international financial support. This is the largest absolute reduction commitment made by any developing country. Climate change mitigation measures are the pillar of contributing to this achievement.
Pangandaran is a popular tourism destination on the southern coast of Java, Indonesia. Due to its vulnerability from the impact of climate change, Pangandaran has been selected to host the implementation of this project and demonstrate the opportunities offered by mitigation and adaptation measures.
As a contribution towards sustainable tourism, the UNWTO Consulting Unit on Tourism and Biodiversity promotes tourism development that supports biodiversity conservation, social welfare and economic security in the host countries and communities.
Objectives
The overall goal of the project is to adopt and implement an approach to low carbon tourism development in Pangandaran. This will be achieved by implementing effective climate change mitigation and adaptation measures, including coastal zone protection activities.
Pilot measures include the installation of energy efficiency and renewable energy technologies and the implementation of integrated
adaptation measures for coastal ecosystems such as the rehabilitation and conservation of mangroves and coral reefs. The project will also include awareness raising and capacity building initiatives for regional stakeholders aimed at stimulating the multiplier effects.
The project will build on local level participation, including hotel establishments as well as on-site communities and local authorities such as the Local Working Group and the Pangandaran Destination Management Organisation (DMO). This will allow local involvement in the planning and managing of the project. Lessons learnt will be replicated and transferred to other regions in Indonesia by the MoTCE.
The project is being implemented by a consortium of partners with UNWTO as the lead coordinating and implementing agency, the MoTCE as the focal governmental agency in Indonesia, Indecon as the NGO partner in Indonesia and adelphi as technical partner based in Berlin, Germany.
Project goals and activities
Creating a lighthouse example of innovative mitigation and adaptation measures on reaction to climate change for Indonesia to be replicated for other destinations beyond Pangandaran.
Specific project goals
- Decrease energy consumption resulting in energy and cost savings and moreover, reduction in GHG emissions.
- Increase use of energy efficient/renewable energy sources by establishing model examples of measures on innovative usage of energy efficient/renewable technologies

- Increase further energy efficient measures in other public establishments.
- Enhance investments in energy efficient/renewable technologies.
- Contribute towards MRV regimes while evolving a carbon monitoring system for the region of Pangandaran.
- Increase awareness and capacity building for energy producers and users, tourism establishments, local communities and municipal authorities for contribution towards climate change mitigation and adaptation.
- Achieve multiplier effects (up-scaling) with best practices, in particular in the tourism and building sector, municipal economies, and industrial and commercial processes in SME.
- Facilitate carbon sink measures through rehabilitation of coastal zone eco-systems.
- Increase awareness on challenges and opportunities on adaptation of coastal zones towards climate change by promoting coastal protection and conservation of climate relevant biodiversity for ecological functionality and resilience

Capacity building activities will take place continuously over the entire duration of the project. Project activities include networking strategies and opportunities that enhances the visibility of the project.
